Creating a PlayStation account in another country takes about ninety seconds. Paying from it is the part that stops people, and there is an awkward pattern in the data: the regions that win on price most often are also the ones that will not take a foreign card at all.
Why the card is declined, and why a VPN does not help
The PlayStation Store compares the country your card was issued in against the country your account is registered to. Mismatch, refusal - before the request ever reaches your bank. Nothing about your connection is involved, which is why a VPN changes exactly nothing here and why “use a VPN” is the least useful advice in every guide that leads with it.
That also means the failure is not a warning sign about your account. It is a checkout rule doing what it was written to do.
Gift cards are the route that actually works
A PSN gift card denominated in the region’s currency sidesteps the country check entirely, because redeeming a code is not a card transaction. The code adds balance to the account’s wallet, and the wallet pays.
Where you buy it decides what it costs and what it risks:

A code priced below face value is the one to think twice about. Nobody sells store credit at a loss for fun; the usual explanation is that the card was bought with someone else’s payment method. When that charge is reversed, the balance disappears from whichever account redeemed it.
Wise, Revolut and the virtual-card route
Virtual cards from Wise or Revolut come up constantly, and they half-work. Both issue under a specific country of issue, so whether the store accepts one depends on which country yours reads as - not on which currency the balance is held in. Holding the balance in the store’s currency is still worth doing, because it removes the conversion spread, but it does not satisfy the country check on its own.
For the eurozone, the UK, Canada or Australia this route is often fine. For the regions people actually want it for, it usually is not.
The cheapest stores are the closed ones
Ukraine is the single most frequent price winner in our catalogue, and Turkey is fifth - and both are the awkward ones to pay in from abroad. That is not a coincidence so much as the same cause showing up twice: stores priced for a local market tend to be gated to local payment.

How much markup is still worth paying
This is the number nobody publishes, and it is the one that decides the whole thing. If a region is already 40% under the US price, a 15% markup on its gift cards still leaves you ahead. If it is 10% under, the same markup puts you behind.

Turkey’s 13% is the entry that changes decisions. It is thin enough that a typical reseller markup eats most of it, which means the region with the loudest reputation for cheap PSN prices is frequently not worth the payment hassle any more. Hong Kong has effectively no headroom at all.
These are medians across the whole catalogue, and an individual game can sit far from the median in either direction - which is the reason to check the specific title rather than the region’s reputation.
