It Takes Two PS4™ & PS5™ costs 1.499,99 TL on the Turkey PlayStation Store - about $30.51, or 24% below the US price, saving $9.48. That puts Turkey 3rd cheapest of the 17 storefronts carrying it.
Across the 627 games we track in both stores, Turkey runs about 14% under the US price.
It Takes Two PS4™ & PS5™ beats that by 10 percentage points, at 24% off - one of the titles where this storefront is worth the account, rather than an average case.
Turkey comes out cheapest for 70 of the 728 games we price.
Not for this game. India lists it at $25.92, $4.59 less than Turkey, so if you're setting an account up specifically for this title that's the storefront to pick.
Worth weighing against the effort: a second PSN account is a separate library, separate trophies and a separate payment method, and the saving here is $9.48.

Prices are only half of it. The Turkish store expects a payment method valid in Turkey, and an account's region is fixed when the account is created - you can't switch an existing one over. Both are covered in detail here:
